EC Imposes Nationwide Liquor Ban, Vehicle Curbs for HoR Polls

The Election Commission (EC) has announced a nationwide ban on the sale and distribution of alcoholic beverages ahead of the House of Representatives (HoR) elections.

The ban will take effect one week before polling day, March 5, and remain in force until the final results are announced. The Commission warned that violators will face legal action.

Vehicular movement will also be restricted from midnight on March 4 until voting concludes on March 5. It will apply to both public and private vehicles.

However, vehicles providing essential and emergency services will be exempt. These include ambulances, fire engines, mortuary vans, blood transfusion service vehicles, and vehicles operated by security agencies. Vehicles used for electricity, water supply, drainage, and telecommunications maintenance will also be allowed to operate.

In addition, vehicles operated by diplomatic missions and those issued special election-day passes will be permitted, the Commission said.

The decision was taken at a high-level election security committee meeting held on Thursday, February 26.

The Commission has also instructed District Administration Offices in all 77 districts, through the Home Ministry, to seal international borders 72 hours before polling day.

Under the House of Representatives Election (Voting) Directive, 2082 BS, voters must carry a voter ID card or a valid identification document. Accepted documents include a citizenship certificate, passport, land ownership certificate, or driving licence.

According to the Procedure for Vehicle Permission, 2082 BS, the Commission will set up a vehicle pass distribution desk at its secretariat. The Kathmandu District Administration Office will also issue passes.
