The Election Commission (EC) will soon begin proportional representation (PR) procedures for the House of Representatives election scheduled for March 5, 2026.
On Sunday, November 30, the commission established the Office of the Election Officer for the PR election at its headquarters in Kantipath. It was inaugurated by Officiating Chief Election Officer Ram Prasad Bhandari. EC Secretary Mahadev Pantha has been appointed Election Officer for the PR system, while Joint Secretary Yagya Prasad Bhattarai will serve as Assistant Election Officer. A total of 41 staff members have been deployed for PR election management.
According to the election timetable endorsed by the EC, political parties seeking to participate in the PR system must file applications between 10 a.m. and 4 p.m. from December 7 to 9. The final list of applicant parties will be published on December 10.
Parties must then submit their closed lists of candidates on December 28 and 29. The EC will publish the closed lists on February 3, 2026.
PR representatives are chosen through a formula-based method using ethnic, geographic, and gender clusters, supported by data from the National Statistics Office.
The 275-member House of Representatives is elected through a mixed system. Of these, 165 members are elected under the first-past-the-post (FPTP) system and 110 under proportional representation. For the FPTP system, the EC has scheduled the filing of nominations at the respective election offices for January 20.
