The Federation of Nepalese Chambers of Commerce and Industry (FNCCI) has urged the government to investigate and take action against those involved in incidents of looting, vandalism, and arson that occurred during the Gen Z protests in September. It has also called for stronger guarantees of security for businesses and private property.
In a statement Monday, October 27, the country’s top private sector body said that several members have reported that police refused to register formal complaints against those responsible. “Such inaction promotes a culture of impunity, discourages entrepreneurs, and weakens confidence in the rule of law,” FNCCI warned, drawing the government’s “serious attention” to the issue.
The federation said the recent incidents have not only demoralised the private sector but also disrupted economic activity. “We have been informed that complaints are not being registered and that authorities are showing reluctance to act. If this situation persists, it will deepen impunity and severely undermine the investment climate,” the statement said. “This will have long-term impacts on job creation, revenue collection, investment promotion, and the overall economy.”
FNCCI has also asked the government to include its representatives in central and district-level security committees to ensure the security of the private sector. It has formally written to the Ministry of Home Affairs, requesting the participation of presidents and representatives of local chambers in district and municipal security coordination bodies. The federation said business representation is necessary in decision-making processes related to district-level security planning, risk assessment, and emergency response.
At a meeting of FNCCI office bearers, standing committee members, and heads of committees and forums on Sunday, Acting President Anjan Shrestha said peace and security are the foundation of economic stability. “Without peace, there is no stability; without stability, business cannot function; and without business activity, the economy faces a serious crisis,” he said, calling business security an essential condition for economic resilience.
Shrestha stressed the need to end impunity and ensure that such attacks on entrepreneurs are not repeated. “The government must investigate and punish those responsible to prevent further uncertainty and instability,” he said.
Immediate Past President of FNCCI Shekhar Golchha said the government must take proactive steps to sustain economic activity, restore investor confidence, and create an environment where the private sector can operate without fear. “The government’s focus should now be on maintaining peace and stability and restoring business confidence,” he said.
Participants at the meeting noted that attacks on the private sector — which contributes significantly to employment and the economy — have discouraged entrepreneurs. They called on all stakeholders to ensure an environment where businesses can operate freely and safely.
The meeting was attended by FNCCI Vice Presidents Hem Raj Dhakal and Jyotsna Shrestha, Treasurer Bharat Raj Acharya, and several standing committee and forum chairs.
