Amending the ‘Indigent Citizens’ Medication Programme Operation Directive’, 2080 BS, the government has made enrolment in the national Health Insurance Scheme mandatory for indigent citizens with chronic illnesses to qualify for financial support.
According to the revised directive, the Ministry of Health and Population has merged the Social Health Security Programme into a one-door system, effective from mid-October 2025.
Patients suffering from eight chronic diseases—heart disease, kidney disease, cancer, Parkinson’s, Alzheimer’s, spinal injury, head injury, and sickle cell anaemia—must now be registered in the insurance scheme to access government aid.
The Health Insurance Board will be the sole agency authorised to disburse grants for chronic illness treatment. The ministry said it has already urged existing beneficiaries to enrol by mid-October to avoid service disruptions.
To implement the new provision, the ministry has sent directives to both the Health Insurance Board and the Nursing and Social Security Division, ministry spokesperson Dr Prakash Budhathoki said.
