Budget Transfer Increases

December 5: Of late, the government has been actively involved in budget transfers. Records maintained by the Ministry of Finance show that the government transferred Rs 6.5 billion budgets from one head to another in three months of the current fiscal year 2018/19.

The government agencies receiving massive budget during the review period include Army Headquarters, the Ministry of Home Affairs, National ID Card Management Center, President CHure Tarai Madhes Conservation Development Committee among others.

Despite making claims of austerity measures, the Ministry of Finance has transferred huge amount to other government agencies under the headings of financial assistance and field trips.

Although the finance ministry releases large amount for budget transfer, the government has not been able to properly spend the budget allocated for development in the current FY.

Out of the 23.9 percent development budget allocated by the government in the current fiscal year, it has been able to spend only 10 percent budget as of November end, according to the Office of the Attorney General.
